OAC finding aid views: support option to link to supplemental PDFs from series/subseries/etc.

Supplemental PDFs submitted for publication to OAC (prior to launch, and prospectively) are only linking from finding aids at the collection-level.

In cases where finding aids had links to supplemental PDFs at series or other lower levels of description, those links are not resolving -- and the PDFs are not getting indexed. The Dashboard / finding aid publication workflow would also need to be adjusted to attaching supplemental PDFs at those lower levels of description.
